Autogenerate pod/Makefile and pod/buildtoc.
buildtoc also checks whether the existing pods are
mentioned in MANIFEST and perl.pod, and vice versa.
(None of the thusly found discrepancies fixed yet.)
roffitall also needs to be autogenerated similarly but it
seems so badly out of date that I didn't touch it yet.
