Major utf8 test reorganisation and rewrite.
Hopefully no tests were lost in the shuffle.
(The beginning of pragma/utf8 was lost intentionally,

was checking argv[0] regardless of whether a different pathname

perlglob.exe needs to be found in Win32, patch from
Vadim Konovalov. Nick I-S comments: "Perhaps a lingering glob()
which needs external glob at mini-perl time."
