Fill in the Acknowledgements in pod/perldelta.pod for 5.13.10, quoth
Porting/release_managers_guide.pod:

    "Finalize the perldelta. In particular, fill in the
    Acknowledgements section. You can generate a list of contributors
    with checkAUTHORS.pl"

The 63000 lines of changes is the sum of added and deleted in:
