Commit a4499558 moved them under t/re along with the subst tests, but
these are unrelated to regexps.

t/op/substr.t [moved from t/re/substr.t with 100% similarity]
t/op/substr_thr.t [moved from t/re/substr_thr.t with 100% similarity]
