Add t/porting/libperl.t

For sanity checking libperl.a on those platforms that have one,
and extra checking for the rare configurations of -DPERL_GLOBAL_STRUCT
and -DPERL_GLOBAL_STRUCT_PRIVATE which restructure the symbol exports.
