gv.c: Explain the purpose of the <none>:: stash a bit.

It's primarily a historical oddity. Its main purpose is to store
variables after an exception from 'use strict "vars"':

    eval q{ use strict; $foo = 1 };
    warn keys %{"<none>::"};
