In Cygwin display the $ENV{CYGWIN} under perl -V, as suggested
by John Peacock.  (Can be 'ntea' which means emulate UNIX file
attribute semantics as much as possible, or 'ntsec' which uses
native NTFS semantics.)  (See also #10877.)
