Install perl-static.exe if it was built

Perhaps this should be done via "installperl" so as to get, e.g.,
perl5.9.5-static.exe and honour INST_VER and INST_ARCH?

Just do it quick-and-dirty for now, as is done for wperl.exe. It
can always be fixed later if anyone wants it.
