Merge B::PMOP::precomp and B::PMOP::reflags, using the ALIAS mechanism.

Like B::PMOP::pmoffset, this needs to be controlled by C pre-processor symbols,
so can't be done with an ALIAS keyword.

This saves just over .5K on this platform.
