perldiag: -D message is a warning

Under non-debugging builds, I get this:

$ perl -D -e 'print "ok\n"'
Recompile perl with -DDEBUGGING to use -D switch (did you mean -d ?)
ok

It is a default warning (S), not a fatal error (F).
